GEO's Oakland case-study document describes a dual-phase extraction pilot at a closed industrial facility near Oakland Bay. Soil and groundwater contained PCE, TCE, vinyl chloride, 1,2-dichloroethane, 1,1-dichloroethane, and other identified contaminants.

Four dual-phase extraction wells were installed at varying depths averaging approximately 40 feet below ground surface. A 300-cfm C3 vapor-condensation treatment system supported the two-week test. Operators varied vacuum, extraction rates, and extraction intervals to evaluate performance.

The source describes permit conditions requiring greater than 99.9% vapor-mass removal and a total-VOC discharge concentration below 0.2 ppm by volume. Those values are permit conditions, rather than independent proof of measured removal efficiency.

Approximately 2,000 gallons of groundwater were extracted during the pilot. The document reports completion on schedule and budget. This case concerns the defined industrial site; it does not establish contamination levels or health outcomes across Oakland.
